You assume the location of this comic is Tacoma.
However, in reality it is an unnamed hybrid of many locations as needed to facilitate the story.

in Mad Max there was still an active police force and government.   Road Warrior is Mad Max like 10 years in the future... after nuclear/ecological apocalypse..  no government... just patchwork of warlords.

I know the settings of the movies. I saw the Mel-Gibson-dubbed-into-American-English "Mad Max" in the theatre when it first hit our theatre in 1980, and then "The Road Warrior" in 1982. I was referring that it was the same character. Geez. Give me a break already. (I don't count "Beyond Thunderdome", solely because the production values were too high...)
In fact, the other day (okay, it was last year) I saw a copy of Max's black Interceptor driving down the road in Lakewood. Not just something that looked like the Interceptor, but a gen-u-ine 1970's Australian Ford Monaro GT complete with blower and aerodynamic nose, just like in the movie. I was pretty well bowled over by seeing that one on the road.

I believe the tanks were there, can't vouch for the machete, though.
