This cartoon is inspired by Mr. Dan Fishburn, a man who is trapped in a very smelly situation.  This is his story

[Dear RR,] 
Never too late to stir things up for [Pierce County Councilman Shawn] Bunney and [Senator Pam] Roach.  I have some great quotes from Roach's emails to me. Bunney just hid. He was far too busy with the "Save the Lake Coalition" and all the "Saved the Lake" parties.  

[I really like this email from Senator Roach.  Pretty telling if you're an average citizen.  She is speaking about the Pierce County Judge's ruling granting a Summary Judgment Motion to dismiss my case against Pierce County and the Tacoma Pierce County Health Department because my case is "too big for her."  And she "isn't prepared to open the flood gates."  Forget the facts, the law or my case; she threw it out based on it being "too big for her" and the thought that if she ruled as the law required, she would "open the flood gates."  Since Pierce County is only insured to $5.0 million dollars (self insured) their funds to cover me and over 2,000 other people would be depleted in short order which may interfere with the regularity of her paycheck.

"Dan, I have thought about your situation many times and regret this terrible situation. If I had a magic wand I would make it possible to sue Pierce County..... That should NEVER have been done. I hope you have exhausted your communications with Shawn Bunney. As a Pierce County councilman he may have other things available to him. But, as you know, once the courts have made decisions it is difficult to have changes occur unless you have boat loads of money. The system is not equally accessible to all citizens." ]

I am a victim of falsified inspections by Tacoma Pierce County Health. Health said it more eloquently than me; "I knew that inspector for a very long time. I had no idea he was on someone else's payroll."

The Assessor ties into my story because the physical inspections keep the building and health departments in check.  In a system that works the Assessors office is a safety net.  It prevents structures from being built on "no perk" lots, in wetlands, on property that created from a lake with illegal fill, properties that are mitigation lots, on top of septic systems and drainfields.  

Part of the firestorm surrounding the Assessor is from my property.  See some of the comments on the KOMO website stating the Assessor should pay me. 

What they refuse to understand is the Assessor didn't value my property and improvements as less than zero, a judge from the State did.  I appealed the valuation from the Assessor to the State. Pierce is pissed because I have the record for the highest de-valuation of any property in Washington's history, so said it's appraisers when I won. They said think about this, if a house burns to the ground, it will have a zero value until it is rebuilt but the value of the property is still there. My situation is unique because the property itself is worth less than zero. 

Zero resolved half my legal case; the damages have already been decided; It's my costs minus zero.  The other half is getting to trial. Health doesn't dispute they testified my property could never support an on site septic system;  property is 10' of fill. Health doesn't dispute the septic system has failed and cannot be repaired. It can't dispute because Washington State Health concluded in writing the system failed and they did not know of any solution. 

Pierce doesn't dispute they allowed the property to be illegally created with 10' of illegal fill. They don't dispute they allowed the house and septic system to be constructed under Lake Tapps.  

[It gets even worse because the residence of Tapps Island obtain their water directly from Lake Tapps (two shallow wells.) The water comes out of the faucets green. In attempts to kill the fecal coliform the water district adds so much chlorine it turns peoples hair green. The pharmaceuticals these people drink on a daily bases, endocrine disruptors, cause Breast Cancer, Testicular Cancer, Pituitary Gland Cancer, ADD, ADHD, Obesity, Diabetes, Early Onset Puberty, Etc. I had USGS agree to study Lake Tapps for these pharmaceuticals for free but they needed a governmental sponsor. I asked Ecology. Ecology has refused every request. My elected officials ignore me.]

They hang their hat on the belief they are immune from all lawsuits against them for any and all transgressions including fraud.  Health admits it committed fraud in it's falsified inspections, inspection records and in their reports.

Redorblack Nigelbottom sez: Gotta say... I'm glad when I was house hunting 16 years ago and was shown a place in Lake Tapps community, I passed quickly and without regrets. It was a house with mold all over the place and wavy walls, and the yard was squishy.... think now I know why.

I have braved glancing at this visual again to tell the wayward reader who might not know much about the race in the 31st that the other candidate (Matt Richardson) is really "not an option" as the TNT put it. They actually went so far as to endorse Roach. (Although it wasn't exactly a love note.)

Hi R.R.

Wanted to let you know that the Cartoon Really, Really, Really upset Senator Pam Roach. She started emailing me at 12:22 AM the night I forwarded her a copy. By 11:00 AM I had three more emails from her and a voice mail requesting I call her.

I called and she was most unhappy with the cartoon. She demanded I fix it. I told her I didn't draw it. She demanded I request whoever did draw it to more correctly portray her. She thought when she got involved with the "Save The Lake Coalition" that the lake was "safe because she knew people swam in in it and water skied on top of it." Then she threatened to refuse to help "those that don't appreciate her" if I didn't have it changed.

She is now having her staff author legislation that will make it possible for citizens to sue cities and counties when they cause harm to those citizens. Currently the government enjoys immunity which allows our Servants do as they please, when they please and how that please without any consequences for their failures because they have governmental immunity.

Thanks for all the work on the cartoon. It worked! Not sure if Council Man Bunney has seen it yet---he hasn't called to yell at me so I'm not sure.

Even assuming the charges are found to be sufficient, it's weird timing. I guess they think the requirement that you file not less than 6 months before reelection doesn't apply because he was appointed?

Anyway, he's a pretty popular prosecutor and I don't think this is even on the radar screen for most voters.
